
Kylie Jolly is an international gaming and integrated resort executive with more than 25 years of senior leadership experience across Australia and Asia. Her expertise spans casino and hospitality operations, governance, regulatory compliance, financial crime prevention, gambling harm minimisation, major projects and business transformation.
Kylie has held senior leadership roles with major integrated resort operators, including Acquis Entertainment, Melco Resorts and Entertainment, Sands China and the Star Entertainment Group. She has led complex 24-hour operations, multicultural teams and major operational and regulatory change programs.
In recent years, Kylie has focused on casino remediation and independent monitoring programs, supporting governance, leadership, culture, operational and financial crime reforms. She advises boards, executives, operators and regulators on complex governance, compliance and transformation challenges.
Kylie serves on the Finance, Audit and Risk Committee of Girl Guides Queensland. She holds a Graduate Diploma of Applied Corporate Governance and Risk Management and is an FGIA, MAICD and CAMS.

David Jolly is a strategic advisor and senior executive specialising in integrated resort development, operational strategy, and complex business transformation. With over 25 years of experience across Australia and Asia, David has worked at the intersection of investment strategy, major project development, and integrated resort operations, helping investors, developers, and executive teams translate ambitious concepts into commercially viable and operationally successful destinations.
David has held senior leadership roles with leading global integrated resort operators including Melco Resorts & Entertainment, The Star Entertainment Group, and Crown Resorts. His experience includes the development, pre-opening, and transformation of major integrated resorts and entertainment precincts, notably the AUD $3.6 billion Queen’s Wharf Brisbane development and the USD $3.2 billion Studio City Macau integrated resort.
Throughout his career, David has specialised in bridging the gap between strategy, development, and operations. He offers gaming advisory services focused on development and investment strategy, operational planning, business and operating models, design and operational integration, pre-opening readiness, major transformation programs, and long-term asset performance. His practical understanding of how complex resorts operate enables him to identify development and operational risks early, ensuring alignment of investment decisions with commercial outcomes and the guest experience while navigating regulatory compliance in gaming.
David collaborates with investors, developers, operators, and executive teams as they navigate complex, capital-intensive, and highly regulated environments. His approach integrates strategic and commercial thinking with practical delivery experience, supporting projects from early-stage planning and development through mobilisation, opening, and operational optimisation.
David holds a Master of Business Administration (MBA) from RMIT University and a Graduate Certificate in Project Management from Monash University. He provides insights to organisations globally on the development, transformation, and performance of integrated resorts, hospitality, and entertainment destinations.
